In the field of disaster management, the term ‘vulnerability assessment’ is known to contribute towards reducing the impacts which disasters bring to communities. An ongoing scientific discussion on the coupled functions of human and biophysical systems of vulnerability has inspired the development of a variety of conceptual and analytical frameworks. In this study, firstly the rationales of "Comprehensive Emergency Management" have been discussed and the importance of vulnerability assessment has been demonstrated. Secondly, the history, definition, characteristics, and other relevant terms for understanding vulnerability have been put forward. Thirdly, the conceptual frameworks and their classification in relation to vulnerability are highlighted and some examples are provided. And finally, a framework for vulnerability assessment is selected, modified, and discussed.
