Novelties Created by the February 2014 Directives for Collaborative Public Procurement and the Award of Service Concessions

This paper takes the perspective of the reform of the procurement activities of Spanish local entities and overviews the main reforms that Directives 2014/23 and 2014/24 bring about in terms of the conduct of large scale centralised public procurement (including that of a cross-border nature), as well as those concerned with the award of public service concessions.
