International humanitarian agencies invested more effort and energy into being “accountable to affected people” in the 2013 Typhoon Haiyan response in the Philippines than ever before. This comprehensive and insightful case study compares the experiences of people affected with the perspectives of the agencies involved, and investigates the organisational and systemic factors that enabled some agencies to place accountability to affected people centre stage in their programming.
